The year 2025 plays a crucial role in accelerating the development pace and completing the targets set out in the Agricultural and Rural Development Plan for the period 2021 - 2025, as well as implementing the orientations from the 13th Party Congress Resolution. This year, the sector will focus strongly on shifting the model from traditional agricultural production to modern agricultural economy, while promoting restructuring towards sustainable, ecological, and circular agricultural development, associated with the process of building a civilized and modern new countryside.

At the 2025 task deployment conference held by the Ministry of Agriculture and Rural Development on January 2nd in Hanoi, Deputy Minister Phung Duc Tien emphasized that, with the drastic leadership of the Party, National Assembly, Government and Prime Minister, Vietnam's agricultural sector in 2024 has made important progress. The spirit of "Discipline, Responsibility, Proactive and Timely Action, Creative Acceleration, Sustainable Efficiency" has helped ensure national food security, strengthen international integration, expand export markets for many key agricultural products and maintain its role as one of the important economic pillars of the country.

Over the past year, the sector achieved a production value growth rate of 3.3%, with forest coverage maintained at 42.02%. At the same time, the number of communes meeting new rural standards has increased to 78.7% and the percentage of rural households with access to clean water meeting standards has reached 58%. The export of agricultural, forestry and fishery products also set a new record, reaching 62.5 billion USD, up 18.7% compared to the previous year, of which the trade surplus recorded 17.9 billion USD, up 46.8% compared to 2023.

These achievements are due to the Ministry of Agriculture and Rural Development's proactive implementation of many synchronous solutions, including optimizing crop and livestock productivity, flexibly responding to climate change and natural disasters, along with the effective implementation of production support policies and post-disaster recovery. In addition, the sector also focuses strongly on changing production thinking, shifting from traditional agriculture to a green and organic agriculture model, in order to increase added value and product quality.

In particular, the implementation of the 1 million hectare high-quality specialized rice cultivation project has brought significant results. Along with that, the Ministry of Agriculture and Rural Development also focused on developing and promulgating important policies such as the National Sector Plan for the period 2021 - 2030, creating a solid legal foundation for development in the direction of Resolution No. 19/NQ-TW on agriculture, farmers and rural areas, as well as the 150 Strategy on sustainable agricultural development.

Entering 2025, with the motto "Flexible Adaptation - Unleashing Resources - Accelerating Breakthroughs", the Ministry of Agriculture and Rural Development will continue to promote the transformation of the agricultural economic model, taking advantage of opportunities from international trade agreements such as EVFTA and CTPPP to increase exports. Some important goals in 2025 include:

• Agricultural sector GDP growth from 3.3 - 3.4%
• Export turnover of agricultural, forestry and fishery products reaching 64 - 65 billion USD
• Over 80% of communes meet new rural standards
• Maintaining forest coverage at 42.02%
• Increasing the percentage of rural households using clean water to 60%

To realize these goals, the Ministry of Agriculture and Rural Development will focus on improving product productivity and quality, promoting the development of agricultural product consumption markets, promoting cooperation and production linkages along the global value chain. In addition, the application of high technology, the development of green, smart agricultural models and the expansion of rural infrastructure will also be prioritized.
