In the future development orientation, the draft political report of the 11th City Party Congress for the period 2020 - 2025 stated: “Developing modern, sustainable urban agriculture associated with structural transformation. structure of agriculture, building a new countryside ”. Accordingly, the city will focus on developing high-tech agriculture, clean agriculture, urban agriculture. Promote agricultural restructuring; to focus on research and application of biotechnology to produce high quality and high-yield seedlings and seedlings, step by step forming a regional center of seedlings and seedlings; develop science - technology, high-tech agriculture associated with the training of human resources to make good use of opportunities of the industrial revolution 4.0. At the same time, continue to effectively implement, build a new set of rural criteria in line with the urbanization process of the city's rural areas; develop new rural areas to urban high-tech agriculture. And one of the 12 key programs is the program on developing high-tech agriculture, seedlings and animals for the period 2020 - 2030.

Towards a high-tech agriculture with a large and modern production scale is indispensable. Under the conditions of Ho Chi Minh City, it is necessary to orient the restructuring of agriculture with urban agriculture associated with new rural construction, that is:

Firstly, to research, transfer and apply science - technology and advanced production processes to production, towards a clean, high-tech and environmentally friendly agriculture; shifting strongly from production to quantity as a target to production to improve quality, efficiency, with high added value, and develop products to promote HCMC's comparative advantage. Doing this must link businesses, scientists and farmers together, have the role of coordination and supervision of state management agencies.

Second, continue to innovate and develop suitable forms of production organization; replicate new and effective models of organization of production, especially forms of cooperation, linking production, processing and selling agricultural products according to the value chain, connecting with the consumption system throughout the country. and abroad; strongly shifting from individual household production to a large-scale, collaborative, integrated, concentrated, and cooperative production model; adopt mechanisms and policies to strongly encourage and attract businesses to invest in the agricultural and rural sectors. In particular, it is necessary to develop types of cooperation (groups, cooperatives ...) in the production of ornamental orchids, ornamental fish, clean vegetables, pig and cow husbandry ..., closely linked from seed production. , farming / planting, harvesting, processing and consumption.

Thirdly, to develop agriculture and services associated with agriculture in rural areas, contribute to creating jobs and transforming agricultural labor structure, improving the material and spiritual life of the people. That is, to focus on creating both agricultural and non-agricultural jobs in rural areas to solve the problem of labor and income right here, to contribute to the development of this area and not to put pressure on the urban. In particular, it is necessary to focus on ecotourism and tourism in association with sightseeing and experience related to agricultural production, especially targeting the young.

Fourth, promote the implementation of the program to build the brand of Vietnamese agricultural products; to adopt appropriate policies to develop and sell to key export products, with national advantages, local advantages, and regional and regional specialties. For example, it is necessary to promote the comparative advantage of each agricultural product, pay attention to the "specialties" of each locality, ensure the quality standards (according to the standards of each market on the antibiotic content, chemicals…, popularly VietGap, GlobalGap), focusing on form…

Although Ho Chi Minh City's agriculture accounts for only about 1% of the GRDP of the whole city, it plays a very important role in the social life of the city, and at the same time that 1% in absolute value is not small. Therefore, in the context that agricultural land is increasingly narrowed, production conditions are increasingly difficult (especially due to the polluted soil and water sources caused by factories, industrial parks) ... Urban agriculture development, application of science and technology and inevitable trends and need to be implemented immediately. Identifying the main crops and animals associated with the actual conditions and needs of the City, and having appropriate development measures is essential!
